This article suggests that variations in the dominant pattern of innovation policy coordination can be analysed and understood effectively by dividing innovation and other complementary socio-economic policies into low-complexity and high-complexity tasks. The effective implementation of these two sets of policy tasks that differ in the extent, nature and intractability of collective action problems confronting the coordination process hinges on the strength of two sociopolitical institutions: bureaucratic organizational structures and interactive governing arrangements. While bureaucratic organizational structures are better suited to delivering low-complexity tasks, interactive governing arrangements are more effective in resolving high-complexity policy problems. They interact differently across political economies to structure the management of coordination challenges and thus give rise to divergent patterns of innovation policy-making. The comparative analysis of innovation policy coordination between Hong Kong and Singapore over the past two decades lends strong support to the central theoretical propositions of the article.

Governments are increasingly implementing smart and digital approaches to promoting citizen participation. However, whether online participation platforms are tools that improve inclusivity in citizen participation remains underexplored. To address this gap, this article focuses on the role of recruitment messages and their effect on participation in an online participation platform by gender and age. A field experiment with a neighborhood census sample (N = 6,066) shows that online participation dips for younger and older citizens and is equal among women and men. For the age groups between 60 and 75, differences in the control and intervention recruitment messages significantly impacted participation. These findings can help public managers tailor recruitment strategies to facilitate inclusive participation and represent a first step toward learning what types of messages are effective for whom.  相似文献

ABSTRACT

The emphasis on local or hybrid efforts in peacebuilding literature brings front and centre the importance of being rooted within a particular context, with leadership and vision for social change and justice proffered by local actors. This is the same emphasis found in development literature and a necessary foundation for transformation. Scholars and practitioners nevertheless also note a role for outsiders in supporting local efforts (eg Lederach in 2005). Yet a significant challenge arises for outsiders, and to some extent local actors: how do you know what was tried or is underway that you might support or from which you might learn? This paper reports findings from a collaborative research project that examined the gap between the practice of peacebuilding locally and internationally available ‘knowledge’ via publications produced on local peacebuilding in Jos, Nigeria, between 2001 and 2008. It identifies a staggering gap between efforts and knowledge in the form of publications. The paper discusses the implications of the findings in terms of what it means for outsiders when thinking about helping resource local transformation efforts.  相似文献

在北魏刘辉"殴主伤胎"案的司法过程中,灵太后扮演了重要的角色,她曾试图干涉本案的司法运作,提出从重处罚刘辉、容妃、慧猛及其兄长等五名当事人。一方面,我们可以看到,灵太后为提高本阶层女性在婚姻中的地位和权利的改革意识,另一方面,灵太后为女性群体所作出的努力是有限的。其背后因素是复杂的:既在于法律儒家化所呼应的是北魏的政治制度特征与汉化需要,也与鲜卑女性传统的演变有所关联。另外,导致这出皇室婚姻悲剧的原因,除了妇女史学者所强调的"男尊女卑"、"夫尊妻卑"倾向,与家庭史所关注的家庭成员角色塑造、夫妻二人的脾气秉性均有关联。这提醒我们,在解读传统中国的法律案件时,除了从女性主义的视角出发去关注传统法制中的制度性盲点,也需要规避"女尊男卑"的潜在倾向。我们所追求的良法之治,不应当是绝对对抗的性别主义。女性主义的视角将为中国法律史研究提供怎样的研究路径和思考范式,尚需摸索。  相似文献

Why do political parties in parliamentary systems undertake actions, such as joining a coalition government, that will entail significant costs for their members in subsequent elections? Recent research points to the incentive structures faced by differentially positioned members of a parliamentary party: unlike backbenchers, MPs who hold a ministerial portfolio can use the prerequisites of executive office to shield themselves from the costs of governance. This article tests the theory of executive particularism by examining the electoral fortunes of government ministers in India. Sitting government ministers are found to outperform other candidates; however, tests of causality fail to demonstrate that holding a ministerial portfolio causes this electoral benefit. Instead, it appears that a candidate’s electoral performance enhances the likelihood of being granted a ministerial portfolio in the first place. This finding raises questions about the generalizability of claims that party elites can use ministerial office to shield themselves from the costs of governing.  相似文献

Public-sector mental health systems have set forth specialized practice competencies for forensic mental health clinicians conducting court-ordered examinations. This study examined a sample of feedback letters to clinicians who submitted mid-training and final reports for review as part of the requirements for certification as a juvenile court clinician. The most common feedback points were insufficient/irrelevant historical data, problems with clarity/organization of the report, problems with interview/mental status examination, and problems with competency to stand trial data/opinions. Clinicians had fewer deficiencies in their final report compared to their mid-training report, supporting the perspective that forensic training and supervision is associated with better quality reports.  相似文献

针对地方事务的初次分配(设定),长期由国务院等中央行政机关负责的实践传统不能取代有限制性规定的现行法律。按照这些合法性要件,在设定主体上,全国人大及其常委会和经授权的国务院有权设定地方事务。同时,为适应综合治理的需求,1985年关于经济体制改革的授权决定应及时增补其他领域。在规范形式上,只有宪法、法律与依行政法规程序制定的暂行规定或条例可以胜任;并且要以宪法为依据,以法律为主体,提高人大立法的比重,控制授权立法。在制修程序上,代表团得充分行使提案权,为地方事务的设定发声;“中央和地方协商办事”的治理原则须转化为法定程序,以便地方意见的收集。  相似文献
